In order to fully implement the spirit of the 20th National Congress of the Communist Party of China, implement the Energy Conservation Law of the People's Republic of China, the Standardization Law of the People's Republic of China, and the Opinions of the CPC Central Committee and the State Council on Complete, Accurate and Comprehensive Implementation of the New Development Concept to Do a Good Job in Carbon Peaking and Carbon Neutrality, the Action Plan for Carbon Peaking Before 2030, the National Standardization Development Outline, the 14th Five-Year Plan for Energy Conservation and Emission Reduction and other relevant requirements, continue to promote the updating, upgrading and application of energy-saving standards, and support the energy-saving and carbon-reduction transformation of key areas and industries, Accelerate the research and development, promotion and application of advanced technologies for energy conservation and carbon reduction, and resolutely curb the blind development of high-energy-consumption, high-emission, and low-level projects.
First, fully understand the importance of strengthening the upgrading and application of energy-saving standards
Energy-saving standards are the foundation of the national energy-saving system, and they are also an important support for promoting energy conservation and carbon reduction in the whole society. Mandatory energy consumption quota standards and mandatory energy efficiency standards are the basic requirements to meet the requirements of energy conservation management, and must be implemented in accordance with the law. Up to now, China has issued and implemented 108 national standards for mandatory energy consumption limits, 66 mandatory national standards for energy efficiency, and 190 recommended national standards for energy conservation, and the basic establishment of the energy-saving standard system has played an important role in promoting technological innovation, promoting industrial upgrading, and accelerating green and low-carbon development. All regions, relevant departments and industries should attach great importance to the standardization of energy conservation, accelerate the update and upgrading of energy conservation standards in accordance with the law, effectively strengthen the application and implementation of energy conservation standards, and constantly consolidate the foundation of energy conservation work, so as to actively and steadily promote carbon peak and carbon neutrality, and accelerate the green transformation of development mode to provide strong support.
Second, accelerate the update and upgrading of energy-saving standards
(A) to speed up the formulation and revision of a number of key areas of energy conservation standards. Organize and implement the "14th Five-Year Plan" 100 energy-saving and carbon-reduction standard improvement actions. In the industrial field, we will speed up the revision of the mandatory energy consumption quota standards for petrochemical, chemical, steel, non-ferrous metals, building materials, machinery and other industries, improve the mandatory energy efficiency standards for key energy-using products and equipment such as motors, fans, pumps, compressors, electric welding machines, and industrial boilers, and strive to achieve internationally advanced standard indicators. In the field of energy, we will speed up the development of energy-saving technical standards related to the clean and efficient use of coal, the use of new and renewable energy, oil and gas storage and transportation, pipeline transportation, and key equipment for power transmission and distribution. In the field of urban and rural construction, we will formulate and revise standards for building energy conservation, green buildings, green construction, and energy conservation of rural residential buildings, and improve product standards related to energy conservation in buildings and municipal infrastructure. In the field of transportation, we will improve the design, construction, operation, monitoring and evaluation of energy-saving and carbon-reduction transportation infrastructure and transportation equipment. In the field of public institutions, accelerate the formulation and revision of evaluation standards for energy-saving institutions, green schools, green hospitals, green venues, etc. In the field of agriculture and rural areas, we will accelerate the research and formulation of technical standards for energy conservation and carbon reduction in the production process of planting and aquaculture, and improve the energy conservation and carbon reduction standards for facility agriculture and agricultural machinery.
(2) Steadily increase the requirements for energy consumption limits in key energy-using industries。 The mandatory energy consumption quota standards for key energy-using industries are divided into advanced values, access values and limit values. Among them, the advanced value is benchmarked against the leading level of energy efficiency in the same industry at home or abroad, and in principle, its value should represent the energy efficiency level of about 5% of the industry; The access value is the energy efficiency level that must be met by new production capacity such as new construction and reconstruction and expansion projects, and in principle, its value should represent the energy efficiency level of about 20% of the industry; The limit value is the energy efficiency level that the production of existing enterprises must achieve, and the value principle should be to eliminate a certain proportion of the existing high-energy-consuming backward production capacity, and eliminate about 20% of the backward products and production capacity on the basis of energy-saving transformation. The access and limit values of the mandatory energy consumption quota standards of the industries involved in the "Energy Efficiency Benchmarking Levels and Benchmark Levels in Key Areas of High Energy-Consuming Industries (2021 Edition)" and "Benchmarking Levels and Benchmark Levels in Key Areas of Clean and Efficient Coal Utilization (2022 Edition)" should be coordinated with the current benchmarking and benchmark levels.
(3) Continue to improve the energy efficiency level of key energy-using products and equipment. The mandatory energy efficiency standards for key energy-using products and equipment are divided into 3 levels (some are 5 levels). Among them, the level 1 should be the leading level of energy efficiency of similar energy-using products and equipment in China or international, and in principle, its value should represent the energy efficiency level of about 5% of similar energy-using products and equipment; Level 2 is used as the basis for energy-saving product certification and equipment procurement for new construction and expansion projects, and in principle, its value should represent the energy efficiency level of about 20% of similar energy-using products and equipment; Level 3 (or Level 5) is the minimum energy efficiency level threshold for energy-using products and equipment to enter the market, according to the technical characteristics and energy efficiency status of various energy-using products and equipment, in principle, about 20% of backward energy-using products and equipment should be eliminated. The products and equipment involved in the "Advanced Level of Energy Efficiency, Energy Saving Level and Access Level of Key Energy-using Products and Equipment (2022 Edition)" shall be coordinated with the current advanced level, energy saving level and access level of the mandatory energy efficiency standards of Level 1, Level 2 and Level 3 (or Level 5).
(4) Continuously expand the coverage of energy-saving standards. Accelerate the formulation and revision of energy-saving standards for new infrastructure such as data centers and communication base stations, as well as cold chain logistics, new household appliances, etc., and make up for the shortcomings of energy-saving standards in key areas. Improve the construction of supporting systems for energy-saving standards, and promote the formulation and revision of standards in the fields of measurement and testing, certification, analysis and calculation, energy efficiency assessment, energy system optimization, equipment operation management, energy management system, energy performance evaluation, energy audit, energy conservation supervision, energy conservation review, and energy conservation services. Coordinate the research and formulation of energy-saving standards and carbon emissions-related standards, connect energy-saving standards and carbon emissions-related standard indicators from the perspective of the whole life cycle, and explore the inclusion of carbon emissions-related indicators in energy-saving standards.
3. Effectively strengthen the application and implementation of energy-saving standards and supervision and inspection
(1) The main responsibility of compacting energy-using units。 Relevant enterprises and institutions, organs, social organizations and other energy-using units are responsible for the implementation of energy-saving standards, and should effectively strengthen energy-saving management, and strictly implement energy-saving standards, especially mandatory energy consumption quota standards and mandatory energy efficiency standards. Guide and support key energy-using units to benchmark the advanced value of the mandatory energy consumption quota standard and the level 1 level of the mandatory energy efficiency standard, orderly carry out energy-saving and carbon-reduction upgrades, improve the energy efficiency of production and operation, implement the renewal and transformation of key products and equipment, and eliminate backward production capacity, backward technology, and backward products and equipment in accordance with laws and regulations. Encourage energy-using units to actively apply recommended energy-saving standards and carry out energy efficiency benchmarking activities。 Promote the establishment of standardized and normalized energy-saving operation mechanisms for energy-using units to ensure rational and efficient energy use。
(2) Strictly implement national standards for energy conservation. In the review of energy conservation of fixed asset investment projects, the mandatory national standards for energy conservation are strictly implemented, and the energy efficiency level of the main products of new and reconstruction and expansion projects must reach the standard access value of the industry's mandatory energy consumption limit, and the energy efficiency level of the main energy-using products and equipment must reach the level of mandatory energy efficiency standards level 2. For industries with saturated production capacity, the energy efficiency level of the main products should in principle reach the advanced value of the industry's mandatory energy consumption quota standard, and the energy efficiency level of the main energy-using products and equipment should reach the level of the mandatory energy efficiency standard level 1 in principle. Based on mandatory energy efficiency standards, further expand the scope of implementation of green product certification such as energy efficiency labeling and energy-saving and low-carbon products, and give full play to the supporting role of energy efficiency labeling and energy-saving and low-carbon product certification in government procurement and guiding green consumption. Explore the inclusion of energy conservation and carbon reduction of products and equipment in energy efficiency labeling.
(3) Effectively strengthen the supervision and inspection of the implementation of standards. Development and reform departments, industry and information technology departments to strengthen energy-saving supervision, the implementation of energy-saving standards into the annual energy-saving monitoring plan and industrial energy-saving monitoring plan, solid implementation of special actions, and urge energy-using units to strictly implement energy-saving standards. The market supervision department should focus on the use of mandatory energy efficiency standards and energy efficiency labels for energy-using products and equipment, organize and carry out special law enforcement of energy-saving standards, increase product quality spot checks, and disclose information on products and equipment that do not meet the requirements of standard labeling. Urban and rural construction, transportation, public institutions and other departments in charge of energy conservation should strengthen the supervision and inspection of the implementation of energy-saving standards in relevant fields. Effectively implement the enterprise standard self-declaration disclosure and supervision system, and include the energy-using units that have fraud in promoting energy-saving standardization into the national enterprise credit information publicity system. Smooth reporting channels and encourage all sectors of society to participate in the supervision of the implementation of energy-saving standards and energy efficiency labels.
Fourth, strengthen the positive incentives for energy efficiency leadership
(1) Vigorously promote the energy-saving, carbon-reduction and transformation of key industries and products and equipment. Promote the implementation of energy-saving and carbon-reduction projects in key industries, industrial parks, urban and rural construction, and public institutions. Support the transformation of energy conservation and carbon reduction in key areas and industries, promote the renewal and transformation of important products and equipment, and actively support projects where the energy efficiency level of major products reaches the advanced value of the mandatory energy consumption quota standard and the energy efficiency level of the main energy-using products and equipment reaches the level of the mandatory energy efficiency standard level 1 after the transformation. Encourage all regions to meet the requirements of energy-saving standards, and increase the support of funds and policies for energy-saving and carbon-reduction renovation of key industries and products and equipment.
(2) Strengthen comprehensive policy support. If the energy efficiency level of the main products of the industry is generally better than the advanced value of the mandatory energy consumption quota standard or the energy efficiency level of the main energy-using products and equipment is generally better than the level of the mandatory energy efficiency standard level 1, it shall be preferentially included in the "Green Industry Guidance Catalogue" and "Green Technology Promotion Catalogue". Improve the government's green procurement policy, and increase government procurement support for high-efficiency and energy-saving products that meet policy requirements. Implement preferential tax policies related to environmental protection, energy conservation and water conservation, and comprehensive utilization of resources. Actively develop green finance, increase financial support for projects that meet higher energy efficiency levels, and support eligible enterprises to issue bonds for financing.
Fifth, consolidate the foundation of energy-saving standardization
(1) Strengthen the data support for energy conservation standardization. Implement systems such as statistical analysis of energy consumption and energy utilization status reports of energy-using units, promote energy-using units to be equipped with energy measuring instruments in accordance with national standards, and encourage energy-using units to carry out online monitoring of energy consumption and the construction of energy management centers and other systems according to standards。 Establish data sharing mechanisms such as energy-saving monitoring and energy utilization status reports, and improve the completeness, accuracy and timeliness of data for the formulation and revision of energy-saving standards. Establish benchmarks for energy consumption in key industries, and support timely updating and upgrading of energy consumption quota standards. Based on the filing data of energy efficiency labeling, explore the integration of intelligent detection methods into the energy efficiency labeling management system to improve the accuracy of energy efficiency standard data of products and equipment.
(B) the establishment of energy-saving standards implementation assessment and feedback mechanism. Guide the professional standardization technical committees in relevant fields, relevant industry associations, research institutions, etc. to establish an evaluation index system and monitoring methods for the implementation of energy-saving standards, and build statistical analysis points for the implementation of mandatory energy-saving standards in industrial agglomeration areas, regularly carry out the evaluation of the implementation effect of energy-saving standards in key areas, and take the assessment results as an important basis for updating and upgrading the standards in a timely manner. Explore the implementation of the dynamic transformation mechanism of standards, and adjust the advanced value of the mandatory energy consumption quota standard and the level 1 level of the mandatory energy efficiency standard to the limit value and the level 2 level respectively in a timely manner.
(3) Coordinate the funding guarantee for energy conservation standardization. Encourage all regions and relevant departments to make overall arrangements for energy-saving standardization work according to the actual work, and strengthen energy-saving standard research, formulation and revision, publicity and implementation, implementation effect evaluation, supervision and inspection, personnel training and other work guarantees. Guide social capital to increase investment and support the innovation of energy-saving standards and the development of energy-saving standardization services.
6. Strengthen organization and implementation
(1) Strengthen organizational leadership. The National Development and Reform Commission and the State Administration for Market Regulation (Standards Committee), in conjunction with the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the State Administration of Management, the National Energy Administration and other departments, improve the energy-saving standard update and upgrading mechanism, timely put forward suggestions for the formulation and revision of energy-saving standards, strengthen the guidance of the whole process, strictly review the technical review of standards, reasonably set the transition period for the implementation of standards, and ensure the advanced, scientific and effective energy-saving standard indicators. The State Administration for Market Regulation (Standards Committee) issued a national standard formulation and revision plan in a timely manner, and controlled the standard revision cycle within 18 months. All relevant departments shall organize the implementation of national standards for energy conservation in accordance with their responsibilities. The implementation of energy-saving standards in various regions shall be included in the "14th Five-Year Plan" provincial-level people's government's energy-saving target responsibility evaluation assessment. Encourage all regions and relevant units to formulate local standards and group standards that are stricter than national standards in light of actual conditions.
(2) Strengthen publicity and training. All relevant departments organize relevant institutions to hold energy-saving standardization policy interpretation and business training meetings to strengthen work guidance. Broaden the channels for the release of information on energy-saving standards, disclose the text of mandatory national energy-saving standards to the public free of charge, and support industry associations and relevant institutions to disclose information on international advanced energy-saving standards in a timely manner. Make full use of theme activities such as World Standards Day, National Energy Conservation Publicity Week and National Low Carbon Day to publicize the important role of energy conservation standards, popularize the concepts, knowledge and methods of energy conservation standards, and enhance the awareness of energy conservation in the whole society.
