Build 3 or more R&D service platforms for reliability common technologies, form more than 100 typical demonstrations of reliability improvement, and promote more than 1,000 enterprises to implement reliability improvement. Implementation Opinions on Improving Reliability in the Manufacturing Industry

Reliability is the ability of a product to complete the specified function under specified conditions and within a specified time, and is the core indicator that reflects the product quality level, which runs through the whole process of product development, design, production, manufacturing and use. After years of exploration and development, the reliability of China's manufacturing industry has achieved remarkable results, but there is still a large gap with the advanced level of foreign countries, there are many shortcomings and weaknesses in the industrial base, the reliability indicators of key core products need to be improved, and the lack of management and professional personnel guarantee capabilities has become a prominent problem restricting China's manufacturing industry to move towards the middle and high-end. In order to improve the reliability level of the manufacturing industry and realize the high-quality development of the manufacturing industry, the following opinions are hereby put forward.

1. General requirements
(1) Guiding ideology
Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, completely, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, coordinate development and security, implement the requirements of building a manufacturing power and a quality power, comprehensively promote new industrialization, improve the resilience and safety level of the industrial chain and supply chain, strengthen reliability technology research, play a leading role in standards, strengthen total quality management, promote digital and intelligent empowerment, and improve test and verification capabilities. Accelerate the cultivation of talent teams, continuously improve the reliability of manufacturing products, and lay a solid quality foundation for improving the core competitiveness and brand influence of enterprises, building a modern industrial system, and realizing the high-quality development of the manufacturing industry.
(2) Basic principles

Adhere to the combination of effective market and promising government, play the decisive role of the market in the allocation of resources in the improvement of manufacturing reliability, better play the role of government industry guidance and market supervision, enhance the awareness of quality, safety and reliability of all employees in the whole process, strengthen the market dominant position of enterprises, promote enterprises to implement the main responsibility of quality, and create a good development environment.

Adhere to the combination of problem-oriented and goal-oriented, sort out reliability problems by industry and industrial chain, give full play to the leading role of the whole machine enterprise, strengthen the reliability design and management of the whole machine system, and formulate and transmit reliability indicators and requirements according to the industrial chain. Focus on core basic components and components, promote the integration of industrial chain, innovation chain and value chain, learn from advanced experience in reliability, strive to break through the shortcomings and weaknesses of reliability in key industries, and promote the "chain" development of large and medium-sized enterprises.
——Lay a solid foundation and continue to innovate. Strengthen the frontier basic research and standard formulation of reliability, and promote the construction of basic industrial technology capacity. Promote the deep integration of the new generation of information technology and reliability engineering, give full play to the enabling role of digitalization of production equipment and product intelligence on reliability, and strengthen the application of reliability innovation achievements in industrial foundation and quality engineering.
-- Strengthen coordination and systematic advancement. Do a good job in top-level design, strengthen the linkage between the central and local governments, and smooth cross-departmental, cross-industry, and cross-regional collaboration. Give full play to the role of industry associations, colleges and universities and professional institutions, and continue to provide comprehensive service support for the improvement of the reliability of the manufacturing industry.
(3) Main objectives

Second, key tasks
(1) Improve the quality and reliability management level of the manufacturing industry.
Promote enterprises to strengthen quality and reliability management, guide enterprises to establish a quality and reliability development strategy, and establish a quality management concept with reliability as the core. Encourage enterprises to implement GB/T 19004, GB/T 19024 and other standards, promote enterprises to adopt the planning, implementation, inspection, disposal (PDCA) model to strengthen enterprise quality and reliability management, carry out self-declaration and quality management system certification, enhance quality reputation and credit information market acceptance, and achieve the sustainable success of enterprises and the improvement of financial and economic benefits. Support enterprises to set up chief quality officers and reliability management departments, and encourage enterprises to explore the establishment of reliability management systems. Strengthen enterprise reliability management evaluation and quality and safety supervision, support the evaluation of key process capabilities and manufacturing maturity, and promote the linkage between key typical product quality and safety supervision and quality and technical assistance. Carry out activities such as popularization of quality and reliability knowledge, quality management team, and benchmarking, and promote the application of advanced quality and reliability management concepts and methods.
Promote the collaborative management of industrial chain and supply chain reliability. Give full play to the demand traction role of leading enterprises, strengthen the reliability management of the industrial chain and supply chain, take the reliability management system as the starting point, strengthen the quality evaluation of suppliers' products and the maturity assessment of reliability management, smooth the reliability index transmission mechanism, and improve the reliability management level of supporting enterprises. Encourage upstream and downstream enterprises in the industrial chain and supply chain to carry out collaborative research such as joint reliability design and reliability management, and promote the independent and controllable quality and reliability level of the industrial chain and supply chain. (2) Accelerate the R&D and application promotion of reliability engineering technology
Focusing on reliability engineering management, design, manufacturing, analysis and evaluation, test verification and other links, relying on major scientific and technological projects such as the National Key R&D Program, we will carry out research on the frontier basic theories of reliability such as failure physics and acceleration test, strengthen the research on reliability simulation, fault diagnosis and intelligent operation and maintenance and other applied technologies, break through the key technologies of reliability forward design, and develop new methods and tools for reliability engineering.
Promote the use of advanced reliability management tools to improve the reliability management ability of the whole life cycle of products. Encourage industry-university-research-research joint research, build a reliability design technology system, promote reliability modeling, distribution, prediction and other universal reliability design technologies, encourage enterprises to strengthen the application of reliability design technology, and promote the simultaneous implementation of reliability design and product function design. Strengthen the application of manufacturing process reliability technology, strengthen the promotion of process reliability technologies such as material heat treatment, electronic packaging and mechanical assembly, and improve the reliability level of product manufacturing quality. Strengthen the application of reliability analysis and evaluation technology, support third-party institutions to carry out product reliability certification and quality grading actions, and build a comprehensive product life cycle reliability analysis and evaluation technology system. Promote test verification technologies such as multi-stress comprehensive reliability test and reliability acceleration test, and apply closed-loop measures such as testing, analysis, and improvement to promote the continuous improvement of product reliability. (3) Implement the "foundation" of the reliability of basic products and the "multiplication" project of the reliability of the whole machine equipment and system
Focusing on machinery, electronics, automobiles and other industries, we will implement the "foundation" project for the reliability of basic products, and build a solid reliability level of core basic components, core basic components, key basic software, key basic materials and advanced basic processes. Implement the "multiplication" project of complete machine equipment and system reliability to promote the growth of reliability. Strengthen the assessment and evaluation of reliability indicators, strengthen the evaluation and transformation and application of reliability research and innovation achievements in the special implementation of industrial base reengineering and high-quality development of the manufacturing industry and the formulation and revision of relevant standards, and force products that do not meet the reliability standards to withdraw from the market. Improve the performance of electronic materials such as high-frequency and high-speed printed circuit boards and substrates, new display materials, high-efficiency photovoltaic cell materials, lithium battery key materials, electronic pastes, electronic resins, electronic chemicals, new display electronic functional materials, advanced ceramic substrate materials, electronic assembly materials, chip advanced packaging materials, etc., improve the process level of component packaging and curing, uniform epitaxy, defect control, etc., and strengthen material analysis, destructive physical analysis, reliability test analysis, board-level reliability analysis, R&D of analysis and evaluation technologies such as failure analysis and the construction of standard systems to promote their application in related industries.

In the electronics industry, we will focus on improving intelligent products such as drones, virtual reality/augmented reality (VR/AR) equipment, service robots, and smart door locks, as well as electronic special equipment such as exposure machines, evaporation machines, slicers, and coating machines, mass spectrometers, oscilloscopes, electronic lenses and other electronic measuring instruments, high-efficiency photovoltaic cells and other products, Beidou navigation terminals, 5G communication equipment and other Internet of Things terminals, high-end servers, laser printers, The level of reliability of computers and peripherals such as teleconferencing systems.
In the automotive industry, we will focus on breakthroughs in the reliability testing and evaluation technology of vehicles and key components based on digital test sites, continue to improve the comprehensive capabilities of new energy vehicle software functional performance, reliability level, functional safety, expected functional safety, information security, etc., and improve the reliability and durability testing and evaluation capabilities of power battery health state evaluation, service life evaluation, safety and fault warning, and low temperature adaptability. Promote the improvement of the reliability level of new energy vehicles and intelligent networked vehicles.

3. Organizational safeguards
(1) Strengthen organizational leadership. Under the leadership of the leading group for the construction of a national manufacturing power, we will further give full play to the role of the existing working mechanism, clarify the division of responsibilities, strengthen departmental coordination and ministry-provincial linkage, and make overall plans and work together to promote the reliability improvement of the manufacturing industry. Give full play to the role of the National Manufacturing Power Construction Strategy Advisory Committee to provide decision-making consultation, strategic planning demonstration and work guidance for the improvement of manufacturing reliability. Relevant departments in various localities should combine local conditions to study supporting policies and measures to promote the reliability of the manufacturing industry.
(2) Strengthen policy supportStrengthen the effective connection between reliability improvement and related policy planning such as the high-quality development of the manufacturing industry, make full use of existing policy channels, and strengthen support and incentives for the reliability improvement of the manufacturing industry. Implement inclusive policies such as additional deduction of R&D expenses in enterprise reliability technology research, product design and development, and pilot stage testing and verification. Encourage the strengthening of reliability-related index requirements in the national quality supervision and random inspection of key products, government procurement projects and government-supported new technology and new product development projects. In the provincial government quality assessment, the assessment of reliability work is increased, and the supervision and management of product quality is strengthened. Encourage social capital to increase investment in the reliability improvement of the manufacturing industry.
(3) Create a good environment. Give full play to the role of various media and industry organizations, build a cross-field and cross-industry reliability exchange platform, carry out quality and reliability activities, actively promote advanced reliability concepts, technologies, tools and typical cases, publicize the excellent brand of "Made in China", promote enterprises to enhance their awareness of reliability, guide the society to establish a value orientation of high quality and high price, and create a good atmosphere for the reliability improvement of the manufacturing industry.
