In order to implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the "Guiding Opinions on Deepening the Green Development of Industry in the Yellow River Basin" and the "Implementation Plan for Energy Conservation and Emission Reduction in Shanxi Province during the 14th Five-Year Plan" and other relevant requirements, and promote the green, low-carbon and circular development of the manufacturing industry in Shanxi Province, this action plan is formulated.Guided by Xi Jinping Thought on Ecological Civilization, fully implement the spirit of the 20th National Congress of the Communist Party of China, based on the new stage of development, completely, accurately and comprehensively implement the new development concept, actively integrate into the new development pattern, focus on achieving the goal of carbon peak and carbon neutrality, and promote the green development of the manufacturing industry as the main direction, vigorously promote energy conservation and carbon reduction in the manufacturing industry, accelerate the construction of a green manufacturing system, improve resource utilization efficiency, implement industrial water efficiency improvement and transformation, and comprehensively promote the green and low-carbon transformation of the province's industry. It provides strong support for striving to build an advanced manufacturing base in the central region.Second, the main objectivesBy the end of 2023, the energy utilization efficiency of key industries will continue to improve, energy-saving and carbon-reduction technology and equipment will be widely used, the supply capacity of green and low-carbon products will be continuously enhanced, and the level of green manufacturing will be comprehensively improved, and the comprehensive utilization of waste resources in the province will strive to achieve an operating income of 100 billion yuan.(1) Implement energy-saving, carbon-reduction and efficiency-improving projects1. Promote the transformation and upgrading of energy conservation and carbon reduction in key industries. Focusing on high-energy-consuming industries such as steel, coking, chemicals, non-ferrous metals, and building materials, we will benchmark the energy efficiency benchmark level in key areas, promote technological upgrading in an orderly manner, vigorously promote the transformation of energy-saving and carbon-reduction technologies such as sintering flue gas internal circulation, dry quenching coke, low-grade waste heat utilization, high-efficiency grate cooler transformation, and furnace heat storage and insulation technology, and promote the construction of a number of key energy-saving transformation projects to achieve steady improvement of energy efficiency in the industry. For the main energy-using links and equipment in data centers, machinery, papermaking, textiles, electronics and other industries, promote the application of key common energy-saving and carbon-reduction technologies and equipment, and encourage enterprises to strengthen the optimization of energy systems, the utilization of waste heat and pressure, and the utilization of renewable energy.2. Improve the energy efficiency of key energy-using equipment. Focusing on general energy-using equipment such as motors and boilers, we will increase the application of high-efficiency energy-using equipment and carry out energy-saving transformation of existing energy-using equipment. Accelerate the innovation and application of energy-saving technology and equipment in key energy-using industries, encourage motor manufacturers to carry out systematic innovative designs such as performance optimization, core efficiency, and lightweight chassis, and optimize motor control algorithms and control performance. Promote the large-scale application of high-efficiency boiler supporting systems such as high-efficiency and energy-saving grates, supporting auxiliary equipment, heat network pump valves, heat storage systems, and energy metering systems. Encourage small and medium-sized enterprises to focus on their main business, deepen their cultivation, strengthen innovation, and cultivate specialized, special and new "little giant" enterprises and single champion enterprises in the field of energy-saving and efficiency-improving technology and equipment.4. Promote the improvement and transformation of industrial water efficiency. Focus on high water-consuming industries such as steel, coking, food, and medicine, encourage cities, industry associations and key enterprises to carry out technical exchanges, business training and supply and demand docking activities, and vigorously promote the application of advanced industrial water-saving processes, technologies and equipment such as efficient cooling and washing, and high-water-consuming process substitution. Promote the construction of industrial water-saving and wastewater recycling projects such as in-depth wastewater treatment and water system transformation, and tap the potential of water conservation. Carry out activities to create water-saving enterprises, promote enterprises to compare the evaluation guidelines for water-saving enterprises, improve water-saving management, water balance testing, etc., and promote enterprises to meet water efficiency standards.(2) Implement the green manufacturing system construction project5. Accelerate the creation of green factories. Continue to carry out green factory creation activities characterized by intensive land use, harmless raw materials, clean production, waste recycling, and low-carbon energy, encourage scientific research institutes and third-party institutions to carry out professional green manufacturing evaluation services, and comprehensively improve the evaluation and management level of green factories. Actively promote green technology, technology and equipment, and actively recommend the application of national green factories for enterprises with advanced technology and equipment, good product market and solid basic work, further improve infrastructure, management system, energy and resource input, products, environmental emissions, environmental performance, etc., and build a number of brand green factories with exemplary significance.6. Build a green industrial park. Select a group of core enterprises with strong representativeness, great industry influence, strong operating strength and high management level, focus on the development and production of supplementing the chain, extending the chain, strengthening the chain and improving the chain, infuse the concept of green supply chain, establish a green and low-carbon oriented design, procurement, production, marketing, recycling and logistics system, strengthen green coordination and collaboration between upstream and downstream enterprises in the supply chain, and drive enterprises on the chain to improve environmental performance. Promote enterprises to establish product design, material selection, production, marketing, recycling, waste harmless disposal and other life cycle green processes, to achieve efficient resource utilization and minimize environmental impact.8. Cultivate green design products. Relying on the comprehensive utilization bases of industrial resources in Shuozhou, Changzhi and Jincheng, we will promote the construction of comprehensive utilization industrial agglomeration areas such as Shendian Industrial Solid Waste Comprehensive Utilization Park and Lucheng Shihui Industrial Park, carry out multi-element and multi-component cascade utilization of solid waste such as coal gangue, fly ash, desulfurization gypsum, smelting slag, red mud, etc., and strive to improve the production of industrial solid waste in the production of fiber materials, glass-ceramic, ultra-fine fillers, solid waste-based high-performance concrete, prefabricated parts, The level of high-value utilization in the field of energy-saving building materials.
