1. General requirements


(1) Guiding ideology. (2) Working principles

Focus on products and equipment with large production and sales volume, wide application range, high energy consumption, and good implementation conditions, and actively promote renewal and transformation. Respect objective laws, grasp the rhythm of work, stick to the bottom line of safety, summarize work results and feasible models in a timely manner, and gradually promote them to other fields.


Insist on reasonable assumptions Labeling and classification guidance. Combined with the stage of industrial development, benchmark the technical level of equipment of similar products at home and abroad, reasonably define the level of energy efficiency, and continue to improve the standard system. Adhere to the implementation of classified policies, one policy for one product, formulate implementation guidelines for different fields, and promote the upgrading of product equipment in a steady and orderly manner.


Insist on saving and intensive , Smooth circulation. Break through difficulties and blockages, innovate organizational methods and working models, coordinate and promote the upgrading and recycling of product equipment, realize resource conservation and intensive utilization, and help the industrial chain to circulate smoothly. Fully combine the value characteristics of waste products and equipment, classify and implement standardized recycling, and improve the level of recycling of renewable resources.


Adhere to market orientation and comprehensive policy implementation. Establish a long-term mechanism that combines incentives and constraints, give full play to the decisive role of the market in resource allocation, promote advanced energy-saving and carbon-reducing technologies and product equipment, and eliminate backward and low-efficiency product equipment in accordance with laws and regulations. Comprehensively use fiscal and taxation, financial, investment, price and other policies to stimulate the initiative and enthusiasm of all parties to participate in renovation and recycling.


(3) The main goal


By 2025, the market share of high-efficiency energy-saving products and equipment will be further increased by coordinating and promoting the upgrading and recycling of product equipment in key areas. Compared with 2021, the average operating thermal efficiency of industrial boilers and power plant boilers will increase by 5 percentage points and 0.5 percentage points respectively; Increase the proportion of high-efficiency and energy-saving products in major household appliances by 10 percentage points. The high-efficiency and energy-saving products accounted for 40%, 60%, and 50% of Yungong’s commercial refrigeration equipment, household refrigeration equipment, and general lighting equipment, respectively. The recycling of waste products and equipment has become more standardized and smooth, and a group of advanced recycling models that can be replicated and promoted have been formed, and the recycling of major renewable resources such as scrap iron and steel, scrap non-ferrous metals, and waste plastics has reached 450 million tons.


By 2030 , The energy efficiency level of products and equipment in key areas will be further improved, and the overall energy efficiency level and carbon emission intensity of key industries and fields will be promoted to reach the international advanced level. The synergistic effect of product equipment renovation and recycling has been effectively enhanced, and the level of resource conservation and intensive utilization has been significantly improved, providing strong support for the smooth realization of the goal of carbon peaking.


Second, speed up key areas Energy-saving and carbon-reducing renovation of products and equipment


(1) Focus on products and equipment in key areas. Taking energy conservation and carbon reduction as an important guide, and energy efficiency level as an important starting point, we will focus on the key points, put the easy ones first and then the difficult ones, and promote the upgrading and upgrading of product equipment in an orderly manner. Formulate implementation guidelines by field and continue to improve them, and strengthen work guidance for local and industrial enterprises. The first batch focuses on boilers, motors, power transformers, refrigeration, lighting, household appliances and other products and equipment with relatively mature implementation conditions and strong demonstration and driving effects, and promotes relevant users and units to carry out renovation and transformation, and coordinates the recycling of waste products and equipment. Closely track and timely summarize the progress of renovation and recycling work in the above-mentioned fields, and expand the focus of work to other products and equipment in due course.


(2) Reasonably define the energy efficiency level of product equipment. Based on the "Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy-Using Products and Equipment (2022 Edition)" and the current mandatory national standards for energy efficiency, promote local and relevant industries and enterprises to implement product and equipment upgrading, and encourage upgrading and upgrading to achieve Energy efficiency and energy saving level (energy efficiency level 2), and strive to reach the advanced level of energy efficiency (energy efficiency level 1). Combined with the actual situation of the industry's technological progress and development expectations, implement dynamic transformation of energy efficiency levels, and timely update the advanced energy efficiency level, energy saving level, and access level of key energy-consuming products and equipment.


(3) Gradually carry out product and equipment renewal and transformation by classification. All localities should organize and carry out energy-saving diagnosis, strengthen energy-saving review during and after the event, and comprehensively investigate the use of equipment and energy efficiency levels of related products and equipment in key industries and fields in the region. All localities should refine work measures based on actual conditions, increase support and guidance, promote key enterprises to formulate work plans, reasonably set a transition period for policy implementation, and promote renewal and transformation in a steady and orderly manner to ensure safe production of enterprises and stable operation of equipment. Support central enterprises, state-owned enterprises, and key enterprises to play a leading role in demonstration, take the lead in implementing energy efficiency management in the industrial chain and supply chain, actively adopt advanced technologies for energy conservation and carbon reduction, eliminate low-efficiency and outdated products and equipment, and carry out large-scale renewal and transformation of product equipment in light of actual conditions.


(4) Strengthen the market supply and popularization and application of high-efficiency and energy-saving products and equipment. Support production enterprises to increase investment in research and development, carry out green design, improve technology and technology, and enhance the production and manufacturing capacity of high-efficiency and energy-saving products and equipment. Develop a group of backbone enterprises and manufacturing clusters with strong innovation capabilities, advanced management levels, and international competitiveness in the production of high-efficiency and energy-saving products and equipment, and promote the increase in the proportion of production, sales and use of high-efficiency and energy-saving products and equipment. Promote the use of advanced energy-efficiency products and equipment in green buildings, ultra-low-energy buildings, near-zero-energy buildings, and major transportation infrastructure. Encourage retail companies and e-commerce platforms to guide consumers to give priority to purchasing advanced energy efficiency products and equipment by setting up product zones, highlighting proprietary logos, and issuing green coupons.


3. Improve the recycling system of waste products and equipment


(1) Unimpeded recycling and disposal of waste products and equipment. All localities should follow the principle of marketization and rule of law, adhere to the orientation of "standardization, scale, and refinement", organize the supply and demand docking of waste product equipment recycling and disposal, and promote product equipment production and use units and standardized resource recycling enterprises to strengthen information sharing and business cooperation . Support the development of an integrated model of recycling, transportation, dismantling, and utilization of waste products and equipment to reduce intermediate links. Encourage public resource trading platforms at all levels to set up special columns and open green channels to facilitate the transaction of waste products and equipment assets. Support the development of the "Internet +" model, and cultivate an online trading platform for waste products and equipment. Give full play to the role of asset evaluation institutions to improve the level and efficiency of asset evaluation of waste products and equipment. Implement the requirements of the State-owned Assets Supervision and Administration Commission of the State Council's "Notice on Matters Concerning the Transaction and Circulation of State-owned Assets of Enterprises", improve the asset disposal system for state-owned waste products and equipment, and promote efficient and standardized disposal of related assets by enterprises. Support the supply and marketing system to explore advanced models for the recycling of waste products and equipment. Promote home appliance manufacturers to carry out recycling target responsibility system actions. Encourage localities to establish contact systems for key enterprises in resource recycling.


(2) Promote high-level recycling of renewable resources . Relying on the recycling system of waste and old materials to build key cities, national "urban minerals" demonstration bases, and resource recycling bases, plan and deploy a number of high-level sorting centers for waste products and equipment, processing and utilization bases, and regional trading centers to promote Large-scale, standardized, and clean recycling of waste products and equipment. Strengthen the promotion and application of advanced processing and utilization technology and equipment for renewable resources, support the upgrading and transformation of existing processing and utilization projects, and improve the level of mechanization, informatization, and intelligence. Support enterprises and scientific research institutions to strengthen Research and development of technical equipment, promote advanced technologies such as fine dismantling of waste products and equipment, efficient dissociation of composite materials, clean extraction of valuable metals, recycling of rare and precious metals, and strengthen the development and application of large-scale complete sets of equipment.


(3) Regulate the remanufacturing of waste products and equipment. Encourage the remanufacturing of qualified waste products and equipment, and the quality characteristics and safety and environmental performance of remanufactured product equipment should not be lower than the original prototype. Promote the application of non-destructive testing, additive manufacturing, flexible processing and other technologies to improve the level of remanufacturing. Accelerate the improvement of waste products and equipment remanufacturing standards. Strictly implement the quality supervision of remanufactured product equipment, and regulate the production and sales of remanufactured product equipment. Support product and equipment manufacturing enterprises to establish a reverse recycling system and develop high-level remanufacturing.


4. Strengthen support and guarantee


(1) Strengthen financial and policy support. Coordinate the use of fiscal and financial policies such as government investment and special re-loans, increase support for medium and long-term loans, effectively drive investment in the whole society, and guide relevant enterprises to actively carry out product equipment renovation and recycling. Implement preferential policies such as corporate income tax for energy-saving and water-saving special products, equipment and projects, accelerated depreciation of fixed assets, and exemption or refund of value-added tax for products that comprehensively utilize resources. Improve government green procurement policies, expand the scope of government green procurement, and increase support for government procurement of high-efficiency and energy-saving products and equipment that meet policy requirements. Promote state-owned enterprises to take the lead in implementing corporate green procurement guidelines. Encourage all localities to adopt various methods such as subsidies, trade-in, point rewards, etc. to guide enterprises and residents to purchase high-efficiency and energy-saving products and equipment. In principle, no subsidies shall be given to products and equipment with energy efficiency lower than the energy-saving level. Support qualified high-efficiency energy-saving product equipment manufacturers and resource recycling companies to issue green bonds, go public for financing and refinancing, and disclose environmental information in accordance with laws and regulations.


(2) Improve the energy efficiency and elimination standards of product equipment. Accelerate the formulation and revision of a batch of mandatory national standards for energy efficiency, in accordance with the principle of "higher than lower", strengthen the connection and coordination with the advanced level of energy efficiency, energy saving level and access level of key energy-consuming products, and rationally set mandatory national standards for energy efficiency Indicators at all levels. Accelerate the filling of gaps in power generation efficiency standards and obsolete equipment elimination standards in the fields of wind power and photovoltaics, and provide technical basis for the upgrading of new products and equipment. Improve supporting standards for product equipment, process technology, manufacturing, inspection and testing, certification and evaluation. Expand the implementation scope of green product certification such as energy efficiency labeling, energy saving and low carbon, and resource recycling. Strictly implement and timely revise the "Industrial Structure Adjustment Guidance Catalog", and gradually improve the requirements for the elimination of outdated products and equipment.


(3) Strengthen the R&D and application of advanced and applicable technologies. In-depth investigation of the technical difficulties and blockages existing in the upgrading and recycling of product equipment in key areas. Make full use of innovative resources such as scientific research institutions, industry associations, and key enterprises, focus on the manufacturing of high-efficiency and energy-saving products and equipment, resource recycling, and high-end equipment remanufacturing, etc., focus on breakthroughs in key common technologies such as basic materials, structural design, and processing technology, and form a batch of Advanced technologies for energy saving and carbon reduction with independent intellectual property rights and core competitiveness. Incorporate advanced and applicable technologies and product equipment for energy saving and carbon reduction, and resource recycling into the encouraged categories of the "Green Technology Promotion Catalogue", "Green Industry Guidance Catalogue" and "Industrial Structure Adjustment Guidance Catalogue", and continue to strengthen promotion and application.


(4) Strengthen supervision and management. Give full play to the role of energy-saving review at the source. Enterprises are not allowed to purchase and use products and equipment with energy efficiency lower than the access level for new construction, renovation and expansion projects, new projects with an annual energy consumption of 10,000 tons of standard coal and above, and projects that receive financial support such as investment in the central budget , in principle, it is not allowed to purchase and use products and equipment with energy efficiency lower than the energy-saving level, and priority is given to purchasing and using products with advanced energy efficiencyequipment. Departments in charge of energy conservation at all levels and departments in charge of industry and information technology should strengthen energy-saving supervision of energy-consuming products and equipment in key enterprises and units. Improve and standardize the electricity price increase system for high-energy-consuming industries, and promote relevant enterprises to implement product and equipment upgrades. Market supervision departments at all levels should strengthen quality supervision, prohibit the production and sales of products and equipment with energy efficiency lower than the current energy efficiency level 3 (level 5) standard in accordance with laws and regulations, and severely crack down on false propaganda of energy efficiency levels. Strengthen environmental supervision on the recycling of waste products and equipment, the processing and utilization of renewable resources, etc., to avoid secondary pollution. Crack down on illegal modification, assembly, dismantling and disposal of waste products and equipment in accordance with laws and regulations.


Five. Strengthen the organization and implementation


(1) Strengthen overall coordination. (2) Strengthen responsibility implementation. All localities should fully understand the significance of accelerating the upgrading and recycling of product equipment in key areas, combine practical and detailed work measures, and implement them in a solid and orderly manner. All localities should actively carry out technical and business training such as product equipment energy efficiency improvement and recycling, and promote relevant enterprises and units to improve the operation and maintenance management capabilities of important product equipment. Relevant industry associations, professional think tanks, and third-party institutions must implement the national deployment, actively play the role of bridges, and promote the upgrading and recycling of product equipment in key areas.


(3) Strengthen publicity and guidance. Actively carry out important activities such as the National Energy Conservation Publicity Week and the National Low Carbon Day, make full use of various traditional media and new media channels, create a strong atmosphere for the whole society to participate in energy conservation and carbon reduction, and increase the upgrading and recycling of product equipment in key areas The promotion of excellent projects and typical cases will promote a batch of advanced experiences that can be used for reference and replicated. Encourage localities, industry associations, and relevant institutions to organize activities such as technical product docking exchange meetings, application demonstration on-site meetings, etc., to promote the exchange and promotion of advanced energy-saving and carbon-reducing technologies and product equipment.

But in general, there are still problems such as insufficient market share of high-efficiency energy-saving motors, low energy efficiency of existing motors and their systems, and great potential for renewal and transformation of motors and their systems. At the same time, a large number of old and low-efficiency motors in my country are facing retirement or elimination every year. Coordinate and improve the recycling system of waste motors, improve the level of recycling of renewable resources, and develop the remanufacturing of waste motors in a standardized and orderly manner. The high-quality development of the industry is of great significance.

 

Second, work goals

3. Promote advanced technologies for energy saving and carbon reduction, and actively and steadily implement motor renewal and transformation

(1) Continuously improve the supply capacity of high-efficiency and energy-saving motors. Encourage motor manufacturers to improve the energy efficiency of motors through innovative designs such as motor performance optimization, high-efficiency iron cores, and lightweight motors. Accelerate technological innovation and upgrading, and improve the green level of key supporting materials for high-efficiency and energy-saving motors such as high-performance magnet wire, high magnetic induction and low loss cold-rolled silicon steel sheet, light rare earth permanent magnet, water-based insulating paint and anti-rust paint, low-volatile solvent-free impregnated paint, etc. . Accelerate the promotion of processes such as stator sinusoidal winding, rotor punching and groove cutting, rotor low-pressure cast aluminum, rotor high-pressure cast copper, and rotor closed slots to improve the production support capacity of high-efficiency and energy-saving motors. Accelerate the application of high-speed punching, automatic swing punching, automatic press-fitting, automatic painting, automatic winding and embedding and other equipment for stator and rotor punching progressive dies to improve the automation level of motor production. Encourage motor manufacturers to strengthen cooperation with load equipment manufacturers such as fans, pumps, and compressors, carry out collaborative design based on the end use of motors, strengthen upstream and downstream technology matching, and improve the energy efficiency of motor systems.

(2) Orderly implement energy-saving and carbon-reducing transformation of motors in operation. Promote relevant enterprises and units in key industries such as electric power, iron and steel, nonferrous metals, petrochemicals, chemicals, building materials, and textiles to carry out energy-saving diagnosis of motors and their systems in operation, and check the energy efficiency level and operation and maintenance of equipment. Encourage the adoption of technologies such as variable frequency speed regulation, permanent magnet direct drive, industrial servo, and the matching of motor and driving equipment operating conditions, focusing on energy efficiency below the access level (energy efficiency3 < /font>level) motors are updated and transformed, and load equipment such as fans, water pumps, and compressors are equipped with matching energy-saving and carbon-reducing transformations and operation control optimization. Promote the development of technical specifications for energy-saving and carbon-reducing transformation of motor systems under different working conditions. Optimize the motor control algorithm and control performance, and accelerate breakthroughs in technologies such as optimal control of permanent magnet motor efficiency and precise identification of position sensorless reluctance motor parameters.
