On March 17, the National Development and Reform Commission and the State Administration for Market Regulation jointly issued the "Notice on Further Strengthening the Update, Upgrading and Application of Energy Conservation Standards" (hereinafter referred to as the "Notice"). 12 key tasks have been deployed in four aspects: accelerating the update and upgrading of energy-saving standards, strengthening the implementation and supervision and inspection of energy-saving standards, strengthening the positive incentives for energy efficiency, and consolidating the foundation of energy-saving standardization.

The "Notice" pointed out that the formulation and revision of a number of energy-saving standards in key areas should be accelerated. In the industrial field, we will speed up the revision of the mandatory energy consumption quota standards for petrochemical, chemical, steel, non-ferrous metals, building materials, machinery and other industries, improve the mandatory energy efficiency standards for key energy-using products and equipment such as motors, fans, pumps, compressors, electric welding machines, and industrial boilers, and strive to achieve internationally advanced standard indicators. In the field of energy, we will speed up the development of energy-saving technical standards related to the clean and efficient use of coal, the use of new and renewable energy, oil and gas storage and transportation, pipeline transportation, and key equipment for power transmission and distribution. It is clear that we will accelerate the update and upgrading of energy-saving standards from four aspects. Accelerate the formulation and revision of a number of energy-saving standards in key areas, steadily increase the requirements for energy consumption limits in key energy-using industries, continue to improve the energy efficiency level of key energy-using products and equipment, and continuously expand the coverage of energy-saving standards to ensure the advanced, scientific and effective nature of energy-saving standards.
The "Notice" requires that the main responsibility of energy-using units should be consolidated to ensure rational and efficient energy use. Relevant enterprises and institutions, organs, social organizations and other energy-using units are responsible for the implementation of energy-saving standards, and should effectively strengthen energy-saving management and strictly implement energy-saving standards. The development and reform department, industry and information technology departments should strengthen energy-saving supervision, and incorporate the implementation of energy-saving standards into the annual energy-saving monitoring plan and industrial energy-saving monitoring plan. The market supervision department should organize and carry out special law enforcement of energy-saving standards and increase the intensity of spot checks on product quality.
The "Notice" emphasizes that we will vigorously promote the energy-saving and carbon-reduction renewal of key industries and products and equipment. Promote the implementation of energy-saving and carbon-reduction projects in key industries, industrial parks, urban and rural construction, and public institutions. Support the transformation of energy conservation and carbon reduction in key areas and industries, promote the renewal and transformation of important products and equipment, and actively support projects where the energy efficiency level of major products reaches the advanced value of the mandatory energy consumption quota standard and the energy efficiency level of the main energy-using products and equipment reaches the level of the mandatory energy efficiency standard level 1 after the transformation. Encourage all regions to meet the requirements of energy-saving standards, and increase the support of funds and policies for energy-saving and carbon-reduction renovation of key industries and products and equipment.

The power range is 0.12~1000KW, 2P, 4P, 6P, 8P, 8P has increased the 8P motor, the power range and the number of poles have also been expanded, in addition, the new version of the national standard also deletes the target energy efficiency limit, energy saving evaluation value and implementation time and other recommended terms, at the same time, for the three-phase asynchronous motor according to the B method in the general GB/T1032 to calculate the loss score. More importantly, for three-phase asynchronous motors, the new national standard adopts the IEC60034-30-1/2 standard, the new version of the national standard in the level 1 energy efficiency is equivalent to the IE5 energy efficiency level in the IEC60034-30-1, level 3 and level 2 energy efficiency correspond to the international standard in IE3 and IE4 respectively, IE3 energy efficiency level has become the energy efficiency limit value of China's three-phase asynchronous motor, IE3 energy efficiency motors below IE3 will be forced to stop production, and the domestic motor industry has fully entered the IE3 high efficiency era.

The scope of application of the standard has been updated
The new national standard GB18613-2020 "Motor Energy Efficiency Limits and Energy Efficiency Grades" is revised on the basis of GB18613-2012 "Energy Efficiency Limits and Energy Efficiency Grades for Small and Medium-sized Three-phase Asynchronous Motors" and GB25958-2010 "Energy Efficiency Limits for Small Power Motors".
The standard power range has been expanded
Compared with GB18613-2012, the new national standard has expanded the power range and number of poles in the energy efficiency level of three-phase asynchronous motors. It is suitable for general purpose or explosion-proof motors with rated voltage below 1000V, 50HZ three-phase AC power supply, rated power range of 0.12-1000kw, number of poles of 2, 4, 6, 8 poles, single-speed enclosed self-fan cooled, N design, continuous duty system (S1).
Compared with GB 25958-2010, the new national standard is applicable to single-phase capacitor starting asynchronous motors, capacitor-running asynchronous motors, dual-value capacitor asynchronous motors, capacitor running motors for air conditioner fans and brushless DC motors for air conditioner fans with voltage of 690V and below and 50Hz AC power supply, among which the energy efficiency level and efficiency standards of capacitor starting asynchronous motors have not changed; The minimum power of the capacitor-operated asynchronous motor is increased from the original 10W to 120W, and the maximum power remains unchanged; The maximum power of the dual-value capacitor asynchronous motor is increased from the original 3000W to 3700W, and the minimum power remains unchanged.
Increasing energy efficiency levels
For three-phase asynchronous motors, the new national standard is equivalent to the IEC60034-30-1/2 standard, the new national standard stipulates that from the date of implementation, the IE3 energy efficiency level will become the energy efficiency limit value of China's three-phase asynchronous motor, and the energy efficiency of level 3 and level 2 in GB18613-2020 corresponds to the energy efficiency of level 2 and level 1 in GB18613-2012 respectively, and the energy efficiency of level 1 is equivalent to the IE5 energy efficiency level in IEC 60034-30-1.
For single-phase motors, the three-level energy efficiency level of capacitor-started asynchronous motors has not changed, and the efficiency indicators of capacitor-operated asynchronous motors, dual-value capacitor asynchronous motors and capacitor-operated motors for air conditioner fans have been improved, and the energy efficiency level of brushless DC motors for air conditioner fans has been added, with the first level corresponding to IE5, the second level corresponding to IE4, and the third level corresponding to IE3.

Deleted the energy efficiency level requirements of some motors: The new national standard has deleted the energy efficiency level requirements for three-phase asynchronous motors with a rated power of less than 120W in GB25958-2010 for small and medium-power three-phase asynchronous motors and capacitor-operated asynchronous motors.
